Intel has identified this issue to be specifically related to Source Engine games and 3rd (and newer) generation GPUs. The suggested short term workaround is to force lower device ID. Please complete the following steps to resolve this issue:

1. Right-click the game inside your library and select properties.

2. From there, select SET LAUNCH OPTIONS... and a window to enter your launch options will open.

3. Simply add -force_device_id 0x2400 into the window that popped up, click OK. From there, simply launch the game!
